A jet pump creates its own suction lift, so it can be mounted above the water and still draw from a shallow well, a sump or a ground tank. Once primed it holds that prime between runs rather than losing it and running dry.
This is the pump for the very common case where the water is below the pump and there is nowhere convenient to put a submersible.
